A member of HCFA's PPS team confirmed that HHAs can't submit a RAP for the first episode of care under prospective payments that begins Oct. 1 until the patient has received at least one visit. The statement by Elizabeth Carmody of HCFA's PPS team at an Aug. 24 Cahaba training session actually is in line with information previously provided by PPS team leader Bob Wardwell and currently posted on HCFA's Web site [http://www.hcfa.gov/medicare/hhmain.htm#billing, at Home Health Prospective Payment System Final Rule] One cause of confusion for the industry was initial instruction by Cahaba that the first RAP could be submitted without a visit. HCFA releases sample comprehensive assessment formsAugust 24, 14:00 EST |
HCFA has released five sample clinical assessment forms that include the required OASIS B1 (8/2000) data set. HHAs are required by the home health Conditions of Participation to integrate the OASIS items into their own assessments. The documents provided are recommended guidelines for how to incorporate the items, and are not mandated to be used in their entirety, stress HCFA officials.
